WHY:
“The livelihoods, culture and community of the coastal parishes have been devastated,” Morial said. “Our plan is to assess and evaluate the situation and make recommendations to begin to rebuild the region.  More than a quarter of the coastal residents whose livelihoods have been affected by the disaster are people of color. In the midst of a recession that already is disproportionally affecting minority communities, we cannot afford to neglect those who are teetering on the brink of economic devastation.”
