National Urban League Policy Institute Executive Director to Moderate Panel on U.S. Congress

WHO:	Thomas Mann, senior fellow in governance studies at the Brookings Institution and co-author of "The Broken Branch: How Congress Is Failing America and How to Get It Back on Track." Scott Lilly, senior fellow for the Center for American Progress, and former clerk and staff director of the House Appropriations Committee Edward Gillespie, co-chairman of Quinn Gillespie & Associates, LLC and former chairman of the Republican National Committee Stephanie Jones, executive director of the National Urban League's Policy Institute and former Chief Counsel to Senator John Edwards.
